I wonder why it took the Kenyan Government so long to realise the need for irrigation fed agriculture. Does it have to take an acute food shortage for the Government to react strongly by allocating funding for Irrigation schemes in Kenya?
I think the Public Administration has its priorities mixed up and should be implementing programs on a more proactive basis. Currently the focus is irrigation. But Irrigation is not the silver bullet to Agricultural productivity issues in Kenya. It is an entire continuum of issues including but not limited to farm inputs, post harvest storage and even infrastructure.
If the Kenyan government is serious then it should implement these programs with a proper plan and stop reacting to hunger evertime the citizens are food in secure.
